Which format is best?

MP3 plays on everything. M4A (AAC) sounds a little better at the same size and is native on Apple devices. OGG Opus is the most efficient but some older players skip it. WAV is lossless and large.

Can I convert FLAC to MP3?

Yes. FLAC, AAC, Opus, Vorbis and PCM are all decoded on your device. FLAC output is not offered because browsers do not ship a FLAC encoder yet; WAV is the lossless choice.
