Does converting 30 fps to 60 fps make it smoother?
No. Frames are duplicated, not interpolated, so motion looks the same. It is useful when a platform or editor insists on 60 fps.
Does lowering the frame rate reduce the file size?
Somewhat. Fewer frames need fewer bits at the same quality; the tool lowers the bitrate accordingly. Use the compress tool for an exact size.
Will the audio stay in sync?
Yes. The audio track is copied unchanged and the frame timestamps are recalculated, so length and sync do not change.
